President Donald Trump's 2019 budget, released Monday, makes reference to legislative reforms to programs like food stamps and public housing that include adding or tightening work requirements. According to Politico, the box would contain "100 percent US grown and produced food" and would feature foods like "shelf-stable milk, peanut butter, canned fruits and meats, and cereal". Foods which could possibly be included in the proposed food boxes include grains, canned meats, fruits and vegetables, juice, peanut butter and other canned items.
"It maintains the same level of food value as SNAP participants now receive, provides states flexibility in administering the program, and is responsible to the taxpayers", said Secretary of Agriculture Sonny Perdue in a statement.
In the 2019 budget and in interviews with reporters, Trump officials say they want to cut those cash benefits in half and replace them with nonperishable food.
The proposal would save almost $130 billion over 10 years, as well as improve the nutritional value of the program and reduce the potential for fraud, according to the administration.
While I don't have a problem with eliminating some of the ridiculous things that are eligible for SNAPbenefits like some energy drinks, soda or candy bars, but cutting out fresh fruits and vegetables crosses a line with me.
This budget - including this proposal - is morally unsound. The box will be available every month and be filled with non-perishable food items. Equally unclear is whether USDA would allot the same foods to, say, an elderly diabetic and a family with young children. But buying food in bulk also "lowers the cost to us", said Mick Mulvaney, director of the Office of Management and Budget.
Sonny Perdue, the agriculture secretary, called the new proposal a "bold, innovative approach", noting that the food placed in the box would be grown by American farmers and producers.
Knott also said that the program is created to help vulnerable populations like veterans returning from combat or seasonal workers who would lose benefits if they aren't working for several months. The change affects more than 80 percent of recipients, who receive more than $90 a month in SNAPbenefits.
