Pelosi: I'll oppose emerging budget deal without immigration assurances

White House press secretary Sarah Huckabee Sanders says the deal will provide "certainty" for the next two years and achieves a "much needed" increase in funding for the national defense.

It's the same debate that's been raging since the fiscal year began on October 1 - and the reason Congress has continued to pass continuing resolutions instead of appropriating money for the entire year.

The Senate is expected to take up the House version on Wednesday and make changes to it, before sending it back to the House for more action.

Congressional Democrats have canceled their annual retreat as they remain in Washington this week to be available for votes on a possible spending plan.

A filibuster is a tactic used in the Senate to keep a bill from a vote by keeping a debate going on to discuss the legislation.

Senate Democrats won't support the current House stop-gap measure which adds funding for the Pentagon to six weeks of government funding, said Schumer, who is working with McConnell on a $300 billion, two-year package to boost defense and domestic spending.

The Senate agreement on a two-year, almost $400 billion budget deal would provide Pentagon and domestic programs with huge spending increases.

Long-term budget deal has been finalized by the major Senate leaders on Tuesday, which is a sweeping deal that could preclude the government shutdown and hit a combat on improving immigration next week.

The key outlying issue appears to be for how long to hike the debt ceiling, which the USA is expected to hit next month, though the exact parameters were still being negotiated when the deal was announced.

Multiple sources with direct knowledge told CNN Tuesday that budget negotiators are on the verge of a major spending deal.

Senate Majority Leader Mitch McConnell said Tuesday he was optimistic they would soon be able to reach an agreement.

Senate Democratic leader Chuck Schumer said an agreement being forged would increase funding for domestic programs like drug treatment and broadband infrastructure that Democrats want, as well as a military spending increase sought by Republicans.

"I'm not trying to tilt the playing field in any particular direction", McConnell told reporters. Democrats are not taking that approach this time around for now.

Trump's immigration proposal includes a path to citizenship for 1.8 million people now in the country without legal status who came to the United States as children.

But any agreement would then need to be sent to the House for passage to avoid a shutdown at the end of the day Thursday.

Congress faces another deadline on a separate front. A measure to increase or suspend the debt ceiling could be added to other legislation before the end of the month.

Asked what happens when Senate strips it out, "we'll cross that bridge when we get to it", he said.

"Speaker Ryan has already repeatedly stated we intend to do a DACA and immigration reform bill - one that the president supports", she said. A federal court blocked the Trump administration last month from ending the program, and the administration's appeal is pending before the Supreme Court.
