USA bans export of defence products and services to South Sudan

US law requires companies, entities or manufacturers seeking to export controlled products to register with the Directorate of Defense Trade Controls, an office in the Bureau of Political-Military Affairs at the Department of State.

The Trump administration urged neighbouring countries and African groups, such as the eight-member Intergovernmental Authority on Development, to sanction South Sudanese officials who are aiding the conflict.

Some top officials close to Kiir have already been sanctioned by the United States, including the once-powerful army chief Paul Malong, who was later fired and forced into exile when he quarreled with the president.

Grandi told reporters the call for funding is meant to "remind the world that this conflict which drags on and on and doesn't seem to end has a human cost".

The Trump administration is imposing a USA arms embargo on civil war-torn South Sudan while urging the United Nations and other countries to do the same.

A USA -led resolution to impose additional sanctions and an arms embargo on South Sudan failed at the U.N. Security Council in December 2016. "And so this Council is at a crossroads", Haley told the council last Wednesday.

Late last month, USA ambassador Nikki Haley announced that the United States had given up on South Sudan's leader after investing more than $11 billion in the country, and she called President Salva Kiir an "unfit partner" in the pursuit of peace. "There are agitators sending negative messages to the social media, to the worldwide community, that Juba is insecure", Michael Makuei Lueth, South Sudan's Minister of Information, told CPJ.

"Civilians who have suffered ethnically motivated attacks, mass rape and forced displacement over the past five years deserve the support of the worldwide community, which must do everything in its power to bring stability to the world's youngest country". The US also called on South Sudan's neighbors to implement similar arms restrictions and urged the UN Security Council to support a global embargo on the country.

In January 2016, United Nations experts reported that sources had told them: "Uganda either supplies South Sudan with its own stock or acquires the weapons and then transfers them to South Sudan, without necessarily involving or obtaining the consent of the primary seller".
