Shutdown will rest on the GOP

Whether Democrats do the same again this week will depend on two things: their level of commitment to helping so-called Dreamers and their disgust over Congress' continued inability to approve longer-term government spending.

Many budget issues that should have been agreed upon before the end of previous year were pushed into 2018 via a series of continuing resolutions, which used stopgap measures to delay the deadline.

At least some Democratic votes are needed to pass the budget measure ahead of Friday's deadline. Eight Democrats are running for re-election in states that Trump won in 2018.

That said, don't underestimate the base pressure, don't underestimate the pressure inside the Democratic caucus, to have this fight and have it now.

Blaming the Democrats isn't going to work this time, and mainstream GOP leaders know it.

Speaker of the House Paul Ryan rolled out a plan at a House GOP Conference meeting Tuesday that would keep the government funded through February 16.

Ryan will have to win over key skeptics to get the temporary spending bill passed, particularly if Democrats unanimously oppose a measure with no agreement to protect the "Dreamers".

"They're in charge", Mr. Schumer said.
