US And Canada In Open Feud Over NAFTA

In addition to working on alternatives should NAFTA fail, Mexico is working to strengthen and diversify commercial markets involving the Trans-Pacific Partnership Agreement and modernized trade agreements with the European Union.

The Trudeau government is taking a measure of comfort in a new report by the U.S. Congress that casts doubt on one of Donald Trump's priorities for renegotiating the North American Free Trade Agreement, The Canadian Press has learned.

As a result, Canada, Mexico and the United States have agreed to delay their next round of talks by almost a month, retreating to their respective capitals to work out "challenges" and "significant conceptual gaps among the parties" before meeting again on November 17 in Mexico.

The government has frequently reminded the US that 35 states and nine million American jobs depend on trade with Canada.

To cut the trade deficit with Mexico, the United States is demanding that more auto production be made in America before qualifying for NAFTA benefits.

The U.S. proposal, according to Canada officials, would effectively end supply management. Changing the rules, they say, would disrupt their operations. "We must ensure the decisions we make today do not come back to haunt us tomorrow". He said NAFTA's dispute resolution mechanism and some other provisions could use some updating.

"It is not clear how the (U.S.) administration would expect to reduce the trade deficit through the renegotiation".

"As hard has this been, we have seen no indication that our partners are willing to make any changes that will result in a rebalancing and a reduction in these huge trade deficits".

One trade official told reporters Saturday that "the atmosphere is complicated", and added that his fears about some "pretty harsh, pretty horrible" demands from the USA were coming true.

The Trudeau government has embarked on a comprehensive lobbying effort among members of Congress - as well as focusing on key USA states - to make the case that the free flow of goods between the US and Canada is good for jobs on both sides of the 49th parallel.

Lighthizer described being "surprised and disappointed by the resistance to change on the part of our negotiating partners", and urged all sides to consider being more flexible before the talks resume again in Mexico next month.

"It would just make North America less competitive, and it would impose an indirect barrier to trade", said trade lawyer Miguel Noyola, a principal at Baker & McKenzie LLP.

"We must understand that we all have limits despite over current differences".

The outcome could also damage the North American security relationship, straining cooperation to combat money laundering, terrorism, the drug trade and undocumented migrants coming through Central America, the report said.

Lighthizer said he had no evidence that either Mexico or Canada is willing to "rebalance" this situation.
