Haley described the JCPOA as a "very flawed and very limited agreement" that was "designed to be too big to fail".

Ms. Haley's comments came on a day when Mr. Trump was looking for support from world leaders for the most severe sanctions against North Korea that the United States has ever considered: a cutoff of oil flowing into the country.

Elaborating on Iran's opposition to production, accumulation and application of nuclear weapons all across the world, Mohammad Javad Larijani asserted "to the countries who accused Iran of developing nuclear weapons, JCPOA proved that Iran has never been after nuclear weapons, however the United States and the European Union must bear in mind that Iran knows no boundaries for developing peaceful nuclear technologies in accordance with its own rights". Meanwhile, in June, the Senate passed tough new sanctions against both Russian Federation and Iran, highlighting Iran's determination to develop its ballistic missile program.

Nikki Haley, whose foreign policy experience has consisted of these past few months as the USA permanent representative to the United Nations, has assumed the role of chief public trasher of the JCPOA for the administration. Congress could re-apply nuclear-related sanctions or it could take no action and in effect knock the ball back to the president. She says it's his decision alone.

On the same day, Iran Foreign Minister Mohammad Javad Zarif cautioned in a letter to IAEA Director General Yukiya Amano that Haley's visit was meant to sow doubt about the nuclear agreement.

Haley dismissed all this under the umbrella of United Nations member states falling into the trap of thinking that the Iran nuclear agreement is "too big to fail".

Haley deserves credit for clearly articulating the issues. But the USA president's attitude and the potential for disagreement on Iran's military sites is a reminder that stability in the Persian Gulf has weak roots. By ignoring the risks and eliding basic facts, Haley's arguments are likely only to undermine US foreign policy.

Last week, Trump administration sent Haley to Vienna to lobby with the IAEA to request access to Iranian military sites as part of the deal.

Iran on Tuesday dismissed US demands for the inspection of Iranian military sites by the UN nuclear watchdog, shrugging off a request by America's ambassador to the UN as only a "dream". The truth is that Iran had to fulfill most of its obligations first-including disposing of excess enriched uranium, disassembling enrichment cascades, gutting its heavy water reactor, and much else-before the agreement was fully implemented and Iran got even a whiff of additional sanctions relief. "It's very easy to just talk about compliance and the JCPOA", she said, referring to the deal's formal name, the Joint Comprehensive Plan of Action.

Trump's decertification "would signal one or more of the following three messages to Congress", Haley said.
