As Syria war tightens, U.S. and Russian Federation military hotlines humming

Almost 800 civilians have been killed since the battle for Raqqa began, two and a half months ago, according to SOHR.

"The reality is we've worked through some very hard problems and, in general, we have found a way to maintain the deconfliction line (that separates U.S. and Russian areas of operation) and found a way to continue our mission", Lieutenant General Jeffrey Harrigian, the top U.S. Air Force commander in the Middle East, said in an interview with news agency, adding that sometimes the phone calls are "tense". "Our house and the civilian houses around us were directly targeted".

The deaths have proved a propaganda boon for the Islamic State, which published footage on one of its official propaganda outlets showing the bodies of at least four infants in what appeared to be a mortuary, one child still in striped pajamas. "This region is the location of a concentration of militants from Mosul, the bulk of with is the most combat-capable and well-equipped units of the Islamic State (terror group, outlawed in Russia) who came from Raqqa".

Amnesty's team documented 95 civilian deaths, including 41 children and 25 women, in June and July because of the USA -led campaign.

"It has been said that the coalition used white phosphorus in the Faros neighborhood of Raqqa". Who else would do that? "It targeted a civilian neighborhood and the close-by areas", he said.

She said most of civilian casualties from the USA -led coalition were because the ammunition being used was not precise enough and had wide-impact radii.

The US-led coalition airstrikes also received condemnation from the UN.

It's not known exactly how many civilians remain trapped in Raqqa and other ISIS-controlled areas around the city.

Meanwhile, civilians risk a constant barrage of artillery strikes and airstrikes by the US -led coalition forces fighting alongside SDF if they remain in the city.

The United Nations is still assessing the outcome of talks held this week in Riyadh between the three Syrian opposition groups - who failed to unite - Ramzy Ezzeldin Ramzy, the U.N. deputy special envoy for Syria, said.

The U.S. -led coalition estimates there are about 2,500 IS fighters who still control about 45 percent of the city. This week the Observatory reported that a further 167 civilians had been killed over the past eight days.

Reuters gained a unique insight into the efforts to prevent these stitauions from escalating into greater conflict - their reporter was given a rare access to the U.S. Air Force's hotline station, inside the Qatar-based Combined Air Operations Area. If they are not liberated they will surely die at the hands of ISIS or from starvation.

The report also said that the coalition's use of airstrikes, while more accurate than artillery fire, has often hit civilians at home or while they attempted to flee.

Davies also recalled the consequences of other strikes in Mosul, Kobani and Fallujah, which he said "had been simply reduced to rubble by the United States bombing and artillery fire".
