Resolve N. Korea nuclear issue peacefully: Moon

"We're not closer to war than a week ago but we are closer to war than we were a decade ago", McMaster said on ABC News' "This Week", adding that the Trump administration is prepared to deal militarily with North Korea if necessary.

Dunford, who is also visiting Japan and China during his trip, earlier told reporters traveling with him that he is aiming to "sense what the temperature is in the region".

The comments came ahead of a planned meeting between President Moon Jae-in and Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, on Monday in Seoul.

He was assured later yesterday by visiting top USA general Joseph Dunford that U.S. military options being prepared against the North would be for when diplomatic and economic sanctions failed, South Korea's presidential office said.

The Marine Corps general is the latest top United States foreign policy and security official seeking to scale back Trump's rhetoric and play down the possibility for an imminent armed conflict.

Hours before the warning, U.S. President Donald Trump said that if the DPRK continues threats against his country, Pyongyang would be met with "fire and fury".

The anniversary is shared by North Korea and its leader Kim Jong Un may also make a speech.

"By trying to incriminate Beijing as an accomplice in (North Korea's) nuclear adventure and blame it for a failure that is essentially a failure of all stakeholders, Trump risks making the serious mistake of splitting up the global coalition that is the means to resolve the issue peacefully", it said.

The DPRK test-fired what it called an intercontinental ballistic missile (ICBM) twice in July, lofting the Hwasong-14 as high as over 3,700 km and flying it as far as about 1,000 km in the latest test-launch.

Also on Monday, China's commerce ministry issued an order banning a slew of imports from North Korea, in line with additional United Nations sanctions that were announced earlier this month. North Korea, Dunford said, will be a big topic of discussion when he meets with leaders in all three countries.

"No one is more reluctant to go to war than those of us who represent the men and women who actually have to pay that sacrifice", the chairman said.

Dunford believes that a conflict on the Korean Peninsula would be frightful, but that does not mean there are not military options. "Even if peace and negotiations require pain and patience, we must do so".

He added that any changes to the US posture in the region will be made in consultation with the Japanese government - who are also under threat from North Korea.

"So unless those North Korean missiles were to fall short, the Patriots shouldn't have a function to serve in this particular case", he said. The US has 28,500 troops in South Korea.

The North's news agency, KCNA, warned on Monday that a conflict could be sparked with "a minor incident". "We are watching every move of the U.S".

On Sunday, US National Security Adviser HR McMaster said he did not think the sides were closer to war than a week ago, while CIA Director Mike Pompeo said he saw no intelligence to suggest the sides were on the cusp of a nuclear war.
