Vegas man's death after neck grab by police spurs questions

Clark County District Attorney Steve Wolfson said there will be a public use-of-force review to air the findings of the investigation of the death early Sunday of Tashii S. Brown, 40, of Las Vegas.

The Office of Internal Oversight and Constitutional Policing are investigating.

Police have not said if the officers involved are still on-duty pending departmental and district attorney reviews of Brown's death.

The incident took place around 1am local time (8pm NZ Time), near The Venetian casino-hotel on the Las Vegas Strip, the Metropolitan Police Department said. "There have been people in custody who have died".

The brand of chokehold in question - a blood choke, or a Lateral Vascular Neck Restraint (LVNR) technique, in sanitized police vernacular.

Police said he was acting erratic and claimed people were chasing him. When one of the officers attempted to talk with the man, he took off running and the officers followed, CBS affiliate KLAS-TV in Las Vegas reports. After failing to obey the officers, McMahill said the man raised the gun toward police, prompting an officer to fire at the suspect, striking him in the chest. The man, who was unarmed and has not been identified, lost consciousness and was pronounced dead at a hospital about 1:40am. Venetian security guards also tried to assist the officers.

The restraint, used by police departments around the country, is created to restrict blood flow to a person's brain by compressing arteries in the neck, rather than by cutting off a person's airway. Yet, Sunday's death is enough for the department to outlaw the hold, the executive director of the American Civil Liberties Union (ACLU) of Nevada, Tod Story, said.

"There are a lot of variables, including the competence of the officer, the condition of the person, mental health issues, whether they're a smoker, alcohol (use)", O'Donnell said.
