North Korea launches new missile

Kim accused the United States of "browbeating" countries that "have no nukes" and warned Washington not to misjudge the reality that its mainland is in the North's "sighting range for strike", the North's official KCNA news agency reported.

The photographs showed a long nose-coned projectile similar to missiles put on display in an April 15 military parade marking the birth anniversary of state founder Kim Il Sung.

The pride in North Korea contrasts with concern in Seoul, the capital of South Korea, which condemned Sunday's launch and called it a serious violation of U.N. Security Council resolutions prohibiting North Korea from conducting long-range missile tests.

The test "represents a level of performance never before seen from a North Korean missile", John Schilling, an aerospace expert, said in an analysis on the US-based 38 North website. "The president said we are leaving open the possibility of dialogue with North Korea, but we should sternly deal with a provocation to prevent North Korea from miscalculating".

The statement stresses the importance of working to reduce tensions and maintain peace and stability on the Korean peninsula.

Moon, a strong apologist for former Presidents Kim Dae-jung and Roh Moo-hyun's Sunshine Policy, which highlighted engagement with the North, took a more critical tone Sunday, calling the missile test a "blatant violation of the UN Security Council resolutions" and a "grave threat" to the Korean Peninsula and the global security.

Aside from Pyongyang's space launches, Jeffrey Lewis of the Middlebury Institute of International Studies in the USA told AFP: "This is the longest-range missile North Korea has ever tested".

United Nations spokesman Stephane Dujarric said Monday that Guterres had called on North Korea to fully comply with its worldwide obligations "and return to the path of denuclearization". It again demanded that Pyongyang conduct no further nuclear or ballistic missile tests.

But experts have long believed that manufacturing a compact warhead for a long-range missile capable of striking the United States is one of the last remaining technologies North Korea has yet to master.

The North's KCNA news agency said Sunday's test launch verified the homing feature of the warhead that allowed it to survive "under the worst re-entry situation" and accurately detonate. They're not there yet, but tests like this are the nuts and bolts a successful weapons program needs.

Under UN resolutions, North Korea is barred from developing nuclear and missile technology.

Davis said China's opposition to the deployment is "perplexing".

The Russian defense ministry said the missile landed several hundred kilometers away from the city of Vladivostok in Russia's Far East, but Putin said the missile "didn't present a threat" to his country. "North Korea openly states that its ballistic missiles are meant to deliver nuclear weapons to strike cities in the U.S., the ROK, and Japan", Davis said.

U.S. Pacific Command said "the flight is not consistent with an intercontinental ballistic missile".

Moon and President Donald Trump have vowed to work together to rein in the North, and Trump invited the South Korean leader to the White House for a summit.

"As we've spoken about with regards to China, North Korea is a liability for China, not an asset and China will partner with us to demonstrate to North Korea that it stands alone in its pursuit of illegal weapons of mass destruction", he said.

The Security Council adopted two sanctions resolutions previous year to ramp up pressure on Pyongyang and deny leader Kim Jong Un the hard currency needed to fund his military programmes.
