Phoenix police unsure what motivated accused serial shooter

Saucedo knew only the first victim, and the other killings were random, authorities said.

Saucedo's lack of a criminal record and his apparent life in the shadows of society fits the profile of many serial killers, who usually do not have known prior criminal records, experts said. The murder was not yet connected to the spate of random attacks that had the Phoenix Valley in fear since last June, when authorities first realized that numerous shootings were connected.

Details of the evidence police gathered implicating Saucedo were not available because a judge temporarily granted a prosecution request to seal records related to his case, court spokeswoman Karen Arra said.

"[Police] said they couldn't give me a lot of details, as it's still an active case", Ellis said.

Police fielded thousands of tips, went door-to-door in a largely Hispanic neighborhood of Phoenix where the shootings happened and analyzed ballistics from a different, unrelated serial shooting case.

Saucedo was booked on 26 felony counts, including homicide and assault, CBS reported.

Beltran believes police did a good job investigating the case, but added: "It was about time".

The judge agreed with a prosecutor that Saucedo should be held without bond.

A call left Tuesday for Dean Roskosz, Saucedo's court-appointed lawyer, wasn't immediately returned. At the time, investigators were looking into a separate string of shootings that targeted drivers on Phoenix-area freeways.

In late 2015, in response to a collection of random non-fatal shootings on freeways in the Phoenix area, the Arizona Department of Public Safety collected guns from pawn shops across the valley, hoping to get a match to the weapon used in the freeway shootings.

"DPS test-fired eight weapons obtained from valley pawn shops", the Arizona DPS said in a statement.

Ms Smith said she had grown frustrated over the past year as detectives kept her in the dark about the investigation.

Phoenix police refused to comment on whether the evidence could have led them to Saucedo.

Jack Levin, a retired professor of sociology and criminology at Northeastern University in Boston and the author of several books on serial killings, said most serial killers are in their 30s and 40s and their crimes rarely involve guns.

She said he preferred playing basketball with friends to partying.

Police previously said they would pay out a $75,000 reward offered for information that could help solve the case but declined to say how many people would get the money.

What authorities now know is that one of the four guns that weren't analyzed belonged to Saucedo and was allegedly used to kill his mother's boyfriend, 61-year-old Raul Romero, who was shot dead outside his home on August 16, 2015.

- Horacio De Jesus Pena, 32, was killed on June 3 after returning home from work at a group home.
