Trump replaces federal hiring freeze with 'surgical' cuts

Speaking at a briefing Tuesday, Mulvaney said the suspension on hiring, in place since January 24, will be replaced by a "smarter plan, more strategic plan, a more surgical plan" to downsize the executive branch of the government.

The White House first announced the change on Tuesday, saying federal agencies are getting a 14-page plan that details the president's objective to hire in areas of high priority and cut back in others.

"We think at the end of the day this leads to a government that is dramatically more accountable, dramatically more efficient, and dramatically more effective, following through on the very promises the president made during the campaign and that he put into place on day one", Mulvaney said. Many large-scale changes to the government - for example, a consolidation of offices with similar missions - would have to be approved by Congress.

"This is really important to the president", Mulvaney said.

Additionally, there are concerns that hiring freezes and job cuts will adversely impact veterans, many of whom leave their service and hope to land federal government jobs.

"It's kind of this inverse relationship and government contractors usually make more money than federal employees", Goodin said. Democrats have so far opposed almost every Trump proposal.

The budget director said the White House is months away from proposing a legislative overhaul to Congress, but will build recommendations into the fiscal year 2019 budget submission, following extensive public comment and input from lawmakers.

The departments of Defense and Veterans Affairs, which have been promised a boost in funding, could ultimately opt to hire more people, Mulvaney said, but will still be required to consider eliminating duplicative, nonessential or ineffective activities.
