The foreign policy experts argue that the new executive order, scheduled to go into effect March 16, plays into the hands of ISIS and other extremists by boosting their message to disaffected Muslims worldwide.

The new order denies U.S. entry to all refugees for 120 days and halts for 90 days the granting of visas to nationals from Syria, Iran, Libya, Somalia, Yemen and Sudan.

Tehran has said it will take reciprocal action in the face of the U.S. travel ban on Iranians and refuse visas to United States citizens.

But opponents from several states have gone to court seeking to halt its implementation as well.

"The revised executive order does narrow" its impact, but "there is still harm", Ferguson said in a news conference on Thursday.

The U.S. Justice Department said in a filing this week the original order had been revoked and the court's restraining order does not limit the government's ability to immediately enforce the new order.

Washington state won an initial effort to block Trump's first travel ban and is asking a judge to block the revised ban.

The modified executive order reduced the number of excluded counties - removing Iraq from the list - and lifted the indefinite refugee travel ban for Syrians.

White House spokesman Sean Spicer said the administrations feels 'very confident with how that was crafted and the input that was given'. The refugee's wife and child now live in the battle-scarred Syrian city of Aleppo, and he filed his case anonymously in order to guard their identities.
