Agency envisions slashes in budget, programs at EPA

The Trump administration proposed slashing the U.S. Environmental Protection Agency's (EPA) funding by almost 25 percent in a budget plan it sent to the agency Monday, agency sources told various outlets.

Pruitt reiterated his plans to collaborate with states and stay within the contours of federal statutes when crafting environmental mandates to ensure regulatory certainty. But regardless of the size of the budget cuts, President Donald Trump wants to preserve "pass-through" grants to states, which make up almost half the agency's budget, Ebell said in an interview.

"Any of these programs where they've cut air pollution or water pollution is going to have a direct effect on inner cities", said Bill Becker, director of the National Association of Clean Air Agencies.

An EPA spokesman declined to comment, saying hed respond to questions when further information is available. The EPA staff has shrunk to 15,000 from more than 17,700 in 2000 — mostly occurring in the Obama administration. “That would be a policy issue, not a financial issue.”.

“Even when states have the political will to take on large polluters, they often lack the resources to do so. "We'll work through the budgeting process to protect those dollars".

The proposal would cut funding for the brownfields industrial site cleanup program by 42 percent to $14.7 million.

The budget proposal would end funding for state efforts to comply with the Diesel Emissions Reduction Act, a 2005 law signed by President George W. Bush to help reduce pollution from diesel engines.

It's unclear if Congress will be willing to accept cuts as deep as those Trump is set to propose for the EPA.

As soon as Monday, President Donald Trump is slated to sign documents compelling the EPA to begin undoing recent regulations, including the Clean Power Plan that slashes greenhouse gas emissions from electricity generation and the Waters of the USA rule that defined which waterways are subject to pollution regulation. But Myron Ebell, who led the Trump transition team's analysis of the EPA, reckons that the administration could cut the workforce to 5,000.
